MCIU 23 Construction Manager Services Request for Proposal August 2 nd , 2022
DEI has been involved in the budgeting and schematic design of more than $600M in educational building projects in the last 3 years. Our Certified Professional Estimators assist the owner/architect in developing a TOTAL PROJECT BUDGET model early in design and then delivering on that model. The total project cost is the most scrutinized figure associated with a project particularly on bid day. In keeping with our commitment of NO SURPRISES , DEI will work with the MCIU, architect, and contractors to continuously monitor the budget and control the overall total project cost. This means continuously communicating both the hard and soft costs associated with construction and often overlooked cost categories such as utility connections, furniture and equipment, permit costs and occupancy costs. We hold the architect accountable to meet budgets established for each building system. As a result, we continuously deliver school projects at or below the initially established budgets. We have completed school projects on similar timescales at Council Rock, Colonial, Easton, Pennsbury, Northampton, Quakertown and with nearly identical schedules. We are recognized experts in the planning of school renovation projects. Especially on renovation projects, we often suggest that “the design be dictated by the necessary construction phasing.” Upon approval, DEI work with the team to continuously collect schedule information and provide schedule updates at the regular design meetings and plot the project course until the design is completed, permits are in hand and bids are received. To ensure the construction schedule is achievable, we will provide the architect with insight regarding constructability, phasing and long lead items that could negatively impact schedule during design. This includes input to expedite sitework and get the new addition out of the ground quickly in the first year, suggestions to speed the enclosure of the building making it watertight so that finishes can commence and language to assign responsibility to the contractor for temporary heating and cooling of the building to avoid conflicts and expedite completion. We also work hard right from the beginning to identify the steps needed to successfully close out the project. Our pre-installation meetings for building systems focus on the common issues that plague other projects. We “begin with the end in mind” so that the completion, move-in, and final acceptance is a manageable process for the staff and students of a renovated building and the punch list is as short as possible. It is imperative that a well-defined project schedule be established right from the start to ensure the project’s success. DEI helps clients identify critical activities for each phase, from schematic design through the completion of construction. A clearly outlined project schedule provides the guidance needed for each team member to perform tasks efficiently and remain on track. To aid in this effort, DEI provides Construction Phasing drawings that are included in the bid documents so the contractors are informed of the required sequence of work from Day 1. 5.2 HOW WILL YOUR FIRM WORK WITH THE MCIU’S ADMINISTRATION, BOARD OF DIRECTORS, AND THE ARCHITECT IN DETERMINING THE OVERALL SCHEDULE?
