MCIU 23 Construction Manager Services Request for Proposal August 2 nd , 2022

METHODOLOGY The Request for Proposal asked eight (8) questions related to our methodology. We have elaborated on those questions here and have provided supplemental information under Section 6: Project Approach.

5.1 SPECIFICALLY ADDRESS HOW YOUR FIRM WILL WORK WITH THE ARCHITECT TO ASSURE THE PROJECT BUDGET IS ADEQUATE FOR THE MCIU

The project budget is the driving force behind all decisions made on the project and sets the bar that the architect and the subconsultants must achieve for the Owner. The budget is not just a lump sum figure or a cost per square foot; it is an itemized, system-by-system breakdown that we assemble to determine the building budget. The project budget includes the site estimate that the civil engineer designs to, the building estimate for the architect, and the mechanical/electrical/plumbing budget for the subconsultants. We also assist the Owner in assembling the soft cost budget for each project. Our budgets are continuously checked during the project and changes validated with the Owner and Architect. D’Huy Engineering Inc.’s (DEI) project budget immediately establishes a check and balance system for the entire project team. For the Montgomery County IU 23 project, there are several areas that require our attention right away which will dictate the budget: 1. The building renovation program. The program includes both new construction and renovation. We will work with the Architect and Owner to confirm the renovation and addition square footage and that the building system changes are achievable prior to setting the final budget. 2. HVAC Balancing. D’Huy Engineering provided Construction Management services for the Lafayette Street building in 2014. We still have all of the records from this project and will be prepared to perform balancing and retro-commissioning with Butler Air Balancing. DEI and Butler have completed dozens of projects together including the recently completed Colonial Middle School. We have the original design and submittal drawings as well as the specified sequence of operations. We are ready to start. 3. HVAC Renovation – Anderson School. DEI understands that this project includes new equipment for an aging facility. The construction work is planned for the summer of 2023 which means design needs to be expedited so that bidding can occur near the end of 2022. This will allow ample time for procurement of equipment in time for construction. DEI is managing several similar projects, many of which are ESSER funded. 4. Metal Fence. DEI will manage this installation on a part time basis as necessary in the Fall of 2022. 5. Other project costs. The costs associated with furniture, technology, permitting, and financing continue to grow in proportion to the cost of buildings. We offer a wealth of experience in strategizing with the Owner and design team to provide allowances and contingencies for these costs at the very beginning of the project to avoid budget shortfalls at the end. With respect to the budget, we do the worrying over the details so that you don’t have to.
