DESIGN, BUDGETING AND PLANNING

Once selected, our team will work with the District and its architect immediately to make final product selections and complete the necessary design so that procurement can commence. The District and its consultants are obtaining the NPDES permit and Township land development approvals so that work can begin in the Fall. The last step of this process will be the building code review and permits for general and electrical construction. The final design of bleachers, stadium lights, electrical work will need to be completed to make this submission and seek a grading permit (at a minimum) to commence work in the Fall. Completion and

agreement on the bleacher design is at the top of the list to complete as the lead time for bleachers is approximately 8 months. There are options for the arrangement of the bleachers around the concessions stand. There are options, especially if the District is willing to consider an arrangement that does not mandate the replacement of the stadium light poles, that could result in savings. We have guided the bleacher procurement process on numerous projects during the pandemic and are confident your schedule for delivery/installation can be achieved. Fortunately, the District and its Architect have performed a lot of the design work already enabling our team to collaborate with you on turf, track surface, bleacher, scoreboard, and field lighting selections right away. At the same time, the electrical design for these same components can be completed. During this effort, we like to say that we “rehearse for construction.” This means that we work with the District to completely understand how the renovated facility will operate; where patrons will park and enter, how special events will be handled, what the requirements (utilities, access etc.) are for each sport played on the field, how to maintain separation as required for home and away teams, and overall site security. Because some of work will be performed while school is in session, provisions need to be included for site safety, signage and to alter walking traffic patterns. All your stakeholders will understand before construction begins what the scope includes and how the facility will operate. As we say, we “Plan the work and then work the plan.”

The budget/cost is finalized when all details are understood and defined. We have included all the possible costs for the work in our proposal and look forward to refining and lowering them whenever the opportunity exists. Collaboration and understanding of the District’s goals and long-range plan is essential. We can very easily provide a bargain number that appears attractive. Unfortunately, low numbers that are not generated with the full knowledge of an Owner’s goals and desires often lead to conflict. The Miller difference is that we will team with you to make the best decisions for the project and demonstrate how each product selection offers long term value. This, we believe, is why the District asked for a design-build process as opposed to a low-bid project delivery system. Finally, we continuously examine the construction schedule and have included a proposed schedule in this proposal as a starting point. The most challenging aspect of the project is the site and what is under it. We know from experience across the Lehigh Valley that the Karst geology must be considered during all aspects of the work. Allowance must be included in the project to address remedial work. We need to schedule accordingly and work to minimize disturbed areas on the site.
