Reading School District Construction Manager Services Request for Qualifications January 4, 2022

Peter M. Garland, PE, Principal: Structural Engineering Specialist Mr. Garland is a Professional Engineer with more than 25 years in structural design and engineering management experience, the development of design concepts, specification writing, project coordination & supervision from design through construction, renovation of existing structures, evaluating water & fire-damaged structures and designing retrofit solutions. He will be primarily responsible for the review of the building’s structural items on the project. Pete is also well versed on in- field support during the construction phase. Rick J. Babyak, AIA: Site Specialist & Planning A Registered Architect with more than 35 years of experience in the fields of architecture, surveying and site design, Mr. Babyak has been a project engineer, architect and design team member on numerous projects in Pennsylvania and New Jersey. He specializes in site and campus planning, assessment, and evaluation. He prides himself on his experience in sports field and athletic facility design expertise in synthetic turf fields. He also has extensive experience in computer graphics and model building Will W. Watkins EIT, CDT, CPE: Professional Estimator Mr. Watkins is a Certified Estimating Professional (CEP). He is proficient in reviewing and interpreting construction documents of all design phases. Mr. Watkins uses his practical knowledge gained from his experience as a Resident Project Engineer in conjunction with standard estimating practices to calculate and adjust construction labor, equipment, and material quantities to reflect specific project conditions and requirements.
