Arif Fazil, PE, CEM, CCS, CCCA, LEED-AP, President: Principal In-Charge Mr. Fazil is a Professional Engineer with over 30 years of experience in public project planning, design, and construction. In addition, Mr. Fazil is an expert in preparation & implementation of capital plans, budgeting, value engineering, project approvals, and project management. As Principal-in-Charge, Arif is directly involved in the design, oversight, and quality control of all D’Huy Engineering’s project management and facilities engineering projects, minimizing risk to the District on all projects. Arif has taken great pride in delivering the City of Bethlehem’s Capital Program for over 30 years and is presently delivering the Scranton School District Capital Plan and will oversee all aspects of the Reading School District . James “Jamie” Lynch, CCM, AVS, Principal: Senior Project Manager A principal of the firm who is a scheduling and project delivery expert with more than 30 years of dedicated experience in project management, cost analysis, and value engineering. Mr. Lynch is an expert in the oversight and management of private and public projects. His experience includes design contract oversight, constructability reviews, bid phase oversight, front end specification preparation, regulatory and municipal approvals and construction phase management in the field. Mr. Lynch recently delivered two elementary schools on time and on budget during the height of the pandemic while overseeing the design of a new high school and the construction of a 210,000 SF middle school. James G. Hanna, CPE, CCCA, CCS: Cost Estimating Specialist Mr. Hanna brings more than 40 years of experience in managing, estimating, and overseeing public education projects. He offers multi-disciplined knowledge, a wealth of experience in multi-prime construction in Pennsylvania and a unique ability to build a team and get work done. He is a Certified Professional Estimator and former Governor of the Northeast Chapter of the American Society of Professional Estimators. Mr. Hanna’s cost estimates have been continuously within 1% of the actual bid price for PA public school projects.
