Our approach of clear, concise, and complete documentation is the key to developing the bid packages and so as to provide the most efficient assignments resulting in costs savings for the District.

Bid packages are developed during design and value engineering. This is when DEI’s wealth of experience is utilized to assign the scope of work to the contractor who can most efficiently perform the work. DEI proactively ensures there is clear coordination and integration of the trades. We provide specification sections such as “Summary of Multiple Primes”, “Project Coordination”, and “Temporary Facilities” that are developed and customized specifically for your project to provide the most cost-effective project delivery.

The drawing reviews and constructability comments are also broken down to integrate with the specification requirements. This results in a well-defined bid package with clear direction to contractors and subcontractors so that there are many competitive bidders. One of the most important bid package considerations is to minimize proprietary and sole-source bidding unless it is a specific requirement of theMCIU. This approach allows us to engage multiple vendors to create competition for the products and commodity items. The interest and competitive nature of a bid is usually significantly affected by the team that the Owner has assigned to the project. The inclusion of DEI to manage the project tells the bidders, from previous experience, that the project will be well-documented, expertly managed, and efficiently run with accountability and action plans. This results in competitive bids and savings to the Owner. Furthermore, our approach of clear, concise, and complete documentation along with project specific schedule with contractor milestones that are issued with the bid documents ensures that vendors and contractors are clearly aware of the project requirements so that they may plan and allocate resources efficiently.

4.0 CONSTRUCTION PHASE DEI SAVES THE DISTRICT MONEY BY KEEPING YOU IN CONTROL OF THE WORK

With contracts successfully executed, it is time for our field representatives to hit the ground running and put into action all that we have planned. Upon contract execution, DEI will conduct a pre-construction conference to formally establish lines of communication, determine the project meeting schedule, and coordinate the preparation of the site for work. We advocate the use of pre-installation conferences with the contractors and the materials testing agent to plan the work.
