MCIU 23 Construction Manager Services Request for Proposal August 2 nd , 2022

These project priorities of safety, budget, quality, schedule, Owner criteria, and risk reduction will be at the forefront of the services that we will provide the MCIU 23. The project complexities include the site restraints of working in an occupied facility, nearby residences, and public streets. We have addressed these factors on many projects. Our approach makes sure that safe operations are maintained while still providing for efficient construction, so the District gets the value, quality, and a final outcome that exceeds expectations. DEI is currently in the construction and phases of Upper Dublin’s Sandy RunMiddle School, Northampton’s Area Lehigh Elementary School, Avon Grove’s High School, Lower Moreland’s New High School, Whitehall- Coplay’s High School, Colonial’s Middle School, Council Rock’s Rolling Hills and STAR Center, Nazareth’s Lower Nazareth and Butz Elementary Schools. In the past three years we completed Hatboro Horsham’s Crooked Bilet ES, Council Rock’s Newtown and Holland Middle Schools, Pennsbury’s Pennwood Middle School, New Hope-Solebury’s Middle and High Schools, and Northwestern Lehigh and Upper Moreland High Schools, all of which involve new or renovated buildings on sites requiring extensive phasing plans. We would be happy to show you first-hand the strategies that we would implement to provide the MCIU with successful implementation of its school project. We have completed hundreds of public school projects with a core staff that has been with DEI for dozens of years. We have assisted public schools on countless projects and successfully exceeded expectations for our professionalism, our integrity, and our attention to detail. Whether it be helping with approvals or grant submissions, generating ideas to incorporate LEED, holding contractors to task, or assisting your personnel to start or operate new systems, DEI will be your agent and a continuous steward of your taxpayer dollars during the project and beyond. We treat your project as if it were our own home! 3.0 BIDDING PHASE SERVICES DEI ’S BIDDING STRATEGIES OFFER YOU COST FLEXIBILITY AND INCREASE COMPETITION DEI’s knowledge of the Separations Act (multiple primes), prevailing wages, insurance, bonds, steel procurement act, and numerous other public bid requirements, as well as our strategies for contractor qualifications and District-risk reduction, are all incorporated into a thorough and complete set of bid documents. We will manage and oversee the entire bid process including pre-construction conference, site visits and response to contractors’ questions to provide a fair and competitive bid process that will result in savings to the District. DEI will provide all the following items:  Establishing bidding procedures and the distribution of bidding documents  Conducting pre-bid conferences  Receiving and evaluating bids (including providing input on the quality of the bids and bidders)  Preparation of construction contracts to support quality, cost, and schedule objectives
