Mr. Andrew Netznik Superintendent of Schools Tulpehocken Area School District 27 Rehrersburg Road Bethel, PA 19507

Dear Mr. Netznik:

I have been following your proposed JSHS Project planning since early last year, I know this project was put on hold due to the COVID pandemic and I also know it was recently put back in motion with your Architecture Firm Crabtree Rohrbach and Associates. I hope the upcoming year presents less challenges for all of us. I first want to thank you for taking a few minutes to review our information and allowing us to take this opportunity to introduce our company, personnel, and services to you and the Tulpehocken Area School District. Approximately 80% of D’Huy Engineering’s construction management projects are for PA public school clients, granting D’Huy with a reputation as the premier construction management firm for Eastern PA public school projects. Founded in 1976, DEI is based in Bethlehem and is a state approved Minority Business Enterprise (MBE) with a reputation for being a very strong client advocate and is an expert in planning and managing the implementation of public projects. In 2021, D’Huy Engineering Inc. began its 32nd year of Project Management and has earned a rock-solid reputation for providing successful leadership on public school projects in Pennsylvania with a consistent track record proven by its many long-term repeat clients and relationships. Included with this letter is a brief overview of our firm highlighting our services, experience, and qualifications for your review. Some of the specific features of our team to note include: • We are there when you need us! YOUR project is OUR project, it’s personal. • Successful completion of over $500 million of public-school projects in the past 5 years. • A licensed principal of the firm and senior level staff directly involved in your project. • Extensive experience with school renovation projects, including phasing, and contractor staging for safety, and separation. • Extensive experience in facilities engineering as engineers of record. • Working, first-hand knowledge of the various regulatory, municipal, and state approvals.

• Full-service construction phase services with a proven track record on completing projects on time, below budget, and without litigation.

Most importantly DEI has worked with Architects throughout Eastern Pennsylvania, teaming with them to monitor and guide design by improving the constructibility of their drawings and lowering the risk of their contracts for you as the owner. We would act as the “eyes and ears” for the TASD holding the design team, the contractors, and even you as the owner accountable through every step of the design and construction phases. We treat each project like it was being done at our own homes so that no detail is overlooked. Do not take our word for it though – we encourage you to read the testimonials and contact our past clients included in the attached virtual brochure and let them explain the success of their projects due to DEI’s involvement as a client advocate, minimizing risks for them. Please let me know if we can provide you with any additional information or if you would like to set up a meeting to discuss our services and experience in greater detail. I can be reached at our office 610.865.3000 or by email hjg@dhuy.com.

We look forward to hearing from you.

Sincerely,

Henry Guarriello, AIA, NCARB, LEED-AP, CEM, MBA Principal

Case study: PENNSBURY SCHOOL DISTRICT, PENNWOOD MIDDLE SCHOOL

Completed in 2018, this project is a shining example of DEI’s project and construction management expertise. The LEED Gold Middle School consisted of a full renovation to the existing 190,000 SF school and a classroom addition of 8,000 SF. Within the project scope the entire interior layout, existing electrical, mechanical, and plumbing systems was upgraded with new high efficiency systems. The renovation included new lockers, finishes, fire suppression system, enhanced security for the students through the relocation of the Administration suite, and new secure main entrance system. Also, the site was reconfigured to allow for increased parking and efficient traffic flow. DEI provided the following services:

• Pre-Construction Oversight • Project Administration • Sustainability and LEED Certification

• Value Engineering • Constructibility Reviews • Multi-Prime Construction Management

• Bidding and Procurement • Contractor Management • Startup/Commissioning Coordination

The entire project was accomplished while not disrupting the District’s educational program. It was completed on time and on budget with a final construction cost of $38,100,000.

DEI’s Roadmap to Successful Projects

BEGINWITH THE END IN MIND Right from the start we focus the team on the educational program and the goals of the stakeholders. Continuous reporting to the District and it’s community is a DEI Hallmark

LEED EXPERIENCE DEI has completed 13 LEED Gold C building, obtained $26M in State and manages Energy Star Progra K-12 Districts. We continuously energy savings design.

MULTI-DISCIPLINE TEAM As construction managers we do more than shuffle paper. We bring a wide array of highly skilled and licensed architects and engineers to every project to provide technical solutions to issues and implement best practices.

SYSTEM FOCUS & VALUE ENGINEERING

Our staff is adept at facilitating meaningful collaboration between Owner, Architect, and CM early in the design to select the best systems, identi- fying strategies to reduce the project cost, shorten the schedule, and improve long-term maintenance and energy consumption.

SCHEDULE-DRIVEN APPROACH Our schedule-driven approach means planning the work, then working the plan. During design, DEI documents well-defined milestones for each team member, which establishes clear account- ability for the project schedule during design and construction.

PROCUREMENT From design agreement to the selection of support professionals and ultimately the procurement of brick and mortar, we strategically protect K-12 owners from risk.

CONSTRUCTIBILITY REVIEWS Identifying issues in the design phase is the most effective way to avoid costly change orders during construction. DEI assembles skilled technical teams who utilize a proven methodology for comprehensive reviews tailored to each phase of the design process.

BUDGETING EXPERTISE Our estimating team, led by our Certified Professional Estimator, prepares comprehensive budgets early in the project, updates this budget throughout the design phase, and uses the budget to “reign in” the architect when needed to keep within the available funds.

Certified e grants ams for pursue

CONSTRUCTION PHASING Assembling detailed construction phasing information allows contractors to prepare aggressive bids with fewer contingencies. During construction, these phasing documents provide a transparent roadmap to document progress and confirm that milestones will be met.

BIM CAPABILITIES DEI regularly uses Building Information Modeling (BIM) to deliver projects. Leveraging the clash detection capabilities of this software is a cost-effective way to identify and eliminate conflicts before construction even starts.

DEI utilizes online construction management software, such as Projectmates, on all major projects. We are known for our complete documentation and thorough reporting for K-12 owners... ONLINE CM SOFTWARE

SAFETY CULTURE Keeping construction sites safe for our staff, contractors, and building inhabitants is crucial. Our experienced resident project representatives communicate regularly with contractors as each implement their project-specific health and safety plans.

PROTECT THE DISTRICT We provide management strategies from start to finish. This includes sound contract language, clear work scopes and relentless effort to resolve issues quickly.

At DEI we treat every project as if it were our own home. This attention to detail, accountability for actions, and pride of ownership stands out to Owners and contractors and is clearly evident in the finished project. PRIDE AND ACCOUNTABILITY
