Please find our enclosed Statement of Qualifications highlighting D’Huy Engineering Inc.’s (DEI) strengths, keys to success, experience, services, and references that we believe makes DEI the Construction Management firm to guide and assist the RSD with this new project. UNIQUE QUALIFICATIONS DEI’s personnel consists of Professional Engineers, Licensed Architects, Value Engineering Specialists, and experienced construction professionals with expertise in all aspects of field investigation, design phase reviews, cost estimating, bidding, contract document preparation, construction management and closeout. DEI has extensive knowledge of individual building systems. Through DEI’s Construction Management Services and Capital Improvement Plans, our personnel have gained vast experience in planning, reviewing, constructing and commissioning complex projects with a focus on the end results meeting and exceeding the Owner’s criteria and ensuring maximum life-cycle value. DEI is an Energy Star Partner. We have recently completed fourteen (14) LEED Gold Certified buildings. DEI is presently in the construction phases of five (5) additional LEED Gold Certified buildings. Our firm partners with Owners on sustainable strategies for projects if they decide to pursue sustainable design strategies. Our firm considers safety a top priority during planning and construction activities. We have a tremendous understanding of safety issues, and a history of accident free projects. We utilize a web-based project management program, ProjectMates, to document and organize the entire project. The program stores and transmits all correspondence, meeting minutes, submittals, manuals, logs, schedules and drawings. This results in increased control, accessible documentation and information sharing, prompt responses and accountability from team members. Our approach on all projects is to engage the local authorities from the beginning of the project. We have already confirmed the permitting process in the City of Reading and it is typical of most cities. The following approvals will all be required, which we will develop into a schedule with milestones and responsibilities to keep the team accountable to deliver the project on time: Land development, conservation district, access on streets, utilities, building permits, and inspections. An example of our interaction with the City of Reading is the design, management, and execution of the Reading Services Center improvements which is a 16 story Headquarters for Berks County located in Downtown Reading.

PROJECT PLAN D’Huy works hard at the start of each project to assemble a detailed project plan, budget, and schedule to achieve success. For Reading, we know the steps necessary to complete the design and permitting process. This portion of the project needs to be carefully planned and expedited to meet the desired schedule. There are several parallel paths during design including the City land development and permitting process, the County Conservation District NPDES permit, and the architectural design all of which require close coordination, scheduling, and decisions by the District. D’Huy will assemble and monitor the schedule for all of these activities, continuously updating the project budget, and prompt the team members for action to keep to the work moving. The budget for the project will be vetted by DEI immediately to ensure that not only construction costs are understood, but that soft costs including utility connections, instructional technology, and furniture are all included. We also will confirm that appropriate contingencies are included for ongoing inflation, the staging requirements of working in the City, and all design fees. Our quick but thorough development of the schedule and budget will provide a roadmap for project. It will be updated regularly to keep the team on track. Finally, it will be essential to determine and confirm the building program of requirements so that site and building design can proceed. The number of classrooms, the size of the gym and auditorium, the requirements for the Cafeteria and Media Center will all need to be determined with you educational specialists. Requirements for the building network, instructional technology, security, CCTV, telephone and HVAC, plumbing and electrical systems need to be confirmed and integrated with the building design. DEI orchestrates the progression of all of this work, serving as the District’s knowledgebase for design and construction issues while always protecting the District from risk. Our efforts to assemble sound contracts, accurately predict costs, implement project delivery strategies and incentives, and adeptly manage construction in the field will turn this Plan into an exceptional reality for the District. PROJECT APPROACH
1.0 INTRODUCTION & EXECUTIVE SUMMARY
D’Huy Engineering, Inc. (DEI) understands that Reading School District (RSD) is determining whether to construct a 38 to 40 classroom PK-4, K-5, or combined structure in a divided building with a possible auditorium. Extensive sitework will add stormwater facilities, parking, playground, and green space. The existing site is in the heart of a residential community.
The District is seeking the services of a construction manager to serve as the District’s agent during design, bidding, construction, and close-out phases. DEI has read the District’s RFP and is prepared to perform all of the services listed with its senior staff. We specialize in PE public school work just like this. The DEI team will support, challenge, and work with the District’s Design team to provide the most creative solutions, the best results, and deliver a quality facility. DEI has an impressive track record of work in partnership with Owners, architects, consultants, and contractors to achieve results and deliver projects on time and on budget. Our ability to work as a team member has resulted in much success for other school districts and extends across multiple projects.

2.0 DESIGN DEVELOPMENT PHASE D’HUY’S VALUE MANAGEMENT APPROACH – THE PURSUIT OF EXCELLENT BID DOCUMENTS
There are six main priorities that we will focus upon to help with the success of your program:
1. Clear definition of the School District’s Criteria & Program Requirements The most important factor in judging a project’s success relates to the District’s clear vision of the educational and building programs which are ultimately achieved in the eyes of the District itself and the community at large. With DEI’s expertise, we can assist in providing the best criteria to meet the District and community goals. Our philosophy is to “ begin with the end in mind.” We have lots of ideas to share with your stakeholders and strategies to prioritize the District’s needs. We will help create a sound and secure building plan then with our team approach, we will partner with the architect, District, and community to efficiently execute that plan. This will be a project that meets the District’s criteria and priorities. 2. Budget focus and a relentless pursuit of Value
We will prepare system-by-system budgets based on our vast experience to establish realistic expectations. Our job will be to continuously educate the entire team about costs and manage the budget through our value engineering approach. Our promise is that we will work diligently to guide the solution that provides the best value for each building system. Our track record of preparing accurate budgets and estimates is based on the experience of our team, the expertise and ability to predict, establish, and understand the required scope of work. 3. Quality
We have a methodical process to guide quality control during design and construction. This will provide the District with high quality bid documents that result in a durable, maintainable, and energy efficient building solution. Our process ensures that the District and Architect have clear, concise, and complete bidding documents that attract the very best contractors. Our drawing reviews minimize change orders, eliminate ambiguities, and result in clear specifications that promote competition. We offer strategies for bid package assembly, customized contract documents, and focus on construction phasing so that the documents are clear and ready for bidding. During construction, we establish the quality control process for the work, the testing of materials, and the training of District personnel. Contractors know that a DEI-managed job will hold them accountable for high quality work while driving the project schedule to completion. 4. Safety & Security There is no compromise on safety. Consequently, a detailed plan will be prepared which dictates how both the construction site and surrounding community will remain safe. This plan incorporates all of the District’s priorities and sets the standard for contractors. Our phasing plan will be developed very early so that it becomes part of the site, utility, roads, lighting, and building system’s design. This will

make sure the bid documents clearly define the contractors’ responsibility at every stage and for each system. As we say, we “rehearse for construction” right from the start. 5. Schedule
We recognize that the schedule in both design and construction will drive the project. Our understanding of the requirements from the Conservation District, City, Municipal and Utility perspectives, and our knowledge of building systems enables us to develop an integrated and realistic schedule. DEI’s phasing plans and schedule clearly define responsibilities for each item, assigning it to specific team members with milestone completion dates. In construction, a detailed Critical Path Method (CPM) schedule is essential to defining interim dates for key site and building activities that each prime contractor must
achieve. The integration of the phasing plan in the bid documents and a detailed CPM schedule make the project requirements and milestone dates clear to bidders which means more competitive bids for the District. 6. Risk & Liability Reduction DEI continuously manages risk and liability reduction starting with clear documentation, sound front end specifications, assignment of responsibilities followed up with a milestone schedule, and pro- active monitoring of accountability & actions plans. We minimize the District’s risk by providing constructability reviews to ensure that the bid documents are clear and concise, a criteria that DEI projects are well known for. Our constructability reviews reduce any conflicts and ambiguities which reduce the potential for change orders during construction. The result is an excellent set of bid documents that attract competition for the project and result in project savings.
These project priorities of safety, budget, quality, schedule, Owner criteria, and risk reduction will be at the forefront of the services that we will provide the District. The project complexities include the site restraints of working in an occupied facility, nearby residences, and public streets. We have addressed these factors on many projects. Our approach makes sure that safe operations are maintained while still providing for efficient construction, so the District gets the value, quality, and a final outcome that exceeds expectations.

DEI is currently in the construction phase of Upper Dublin’s Sandy Run Middle School, Northampton’s Area Lehigh Elementary School, Avon Grove’s High School, Lower Moreland’s New High School, Colonial’s Middle School, Council Rock’s Hillcrest and Sol Feinstone ES, Wissahickon’s Stoney Creek ES, and Easton Area School District’s Palmer ES, all of which involve new or renovated buildings on sites requiring phasing plans. We would be happy to show you first-hand the strategies that we would implement to provide the District with successful implementation of its school project.
3.0 BIDDING PHASE SERVICES DEI ’S BIDDING STRATEGIES OFFER YOU COST FLEXIBILITY AND INCREASE COMPETITION
DEI’s knowledge of the Separations Act (multiple primes), prevailing wages, insurance, bonds, steel procurement act, and numerous other public bid requirements, as well as our strategies for contractor qualifications and District-risk reduction, are all incorporated into a thorough and complete set of bid documents. We will manage and oversee the entire bid process including pre- construction conference, site visits and response to contractors’ questions to provide a fair and competitive bid process that will result in savings to the District. Our approach of clear, concise, and complete documentation is the key to developing the bid packages and to provide the most efficient assignments resulting in costs savings for the District.
Bid packages are developed during design and value engineering. This is when DEI’s wealth of experience is utilized to assign the scope of work to the contractor who can most efficiently perform the work. DEI proactively ensures there is clear coordination and integration of the trades. We provide specification sections such as “Summary of Multiple Primes”, “Project Coordination”, and “Temporary Facilities” that are customized specifically for your project to provide the most cost-effective project delivery. Finally, we have incorporated strategies in our project documents and requirements to combat the challenges of the post pandemic economy. Labor and supply chain issues and worker health and safety have plagued projects in the past 2 years. DEI, fortunately has been able to complete projects on time and under budget by using proactive efforts. We look forward to sharing these strategies with Reading.
4.0 CONSTRUCTION PHASE DEI SAVES THE DISTRICT MONEY BY KEEPING YOU IN CONTROL OF THE WORK
With contracts successfully executed, it is time for our field representatives to hit the ground running and put into action all that we have planned. Upon contract execution, DEI will conduct a pre-construction conference to formally establish lines of communication, determine the project meeting schedule, and coordinate the preparation of the site for work. We advocate the use of pre-installation conferences with the contractors and the materials testing agent to plan the work.

In working with the contractor, we collect the Site Specific Safety Program, collect and review the permits, bonds and insurance issued for the project, and review the Soil Erosion and Sediment Control Plan for the work. Each of these documents typically requires a review of site-specific issues. We will perform this review and schedule meetings or teleconferences as required to assist the contractor and District in
resolving any open issues. Additionally, initial discussions and goals related to labor relations and affirmative action will be conducted to ensure that goals for the project are clearly understood and that the performance baseline is recorded. Prior to mobilization, we will work with the contractor on a site-specific site utilization and security plan. All our projects employ similar plans to establish site security, properly install erosion and sediment control BMPs, create parking, staging and office space for construction, and establish efficient traffic avenues. Working on these plans and issues as early as possible eliminates issues later.
All these documents and discussions during construction will be logged for the District by in our ProjectMates project controls database. Our project manager will lead the effort to connect to the database and connect the contractors and design team. The database will span the project’s timeframe and contain all project documentation. There are no fees to the District for ProjectMates and an archive disk of the project is provided to the District at the end of the project. The archive can be accessed without the use of proprietary software or special training. It is essentially a complete “as-built” of all project correspondence. During construction, our role as the CM is to help all stakeholders maintain progress, overcome challenges, and develop cost-effective solutions. We do this by documenting all facets of the work, holding all stakeholders accountable, and communicating where action is required. Our Construction Manager’s Monthly Report will document all matters related to construction and provide a narrative on project issues followed by a compilation of status reports related to project cost, QA/QC, shop drawings and RFIs, schedule, occupancy planning, change order status, safety, affirmative action & regulatory compliance, and recommendations for the work ahead. Each of these areas will be addressed on a daily basis by our on-site field representative with the results and action recorded in our ProjectMates database. As a result, Reading School District will remain in control of the project. We continuously maintain a checklist of all items required for facility start-up. This list is compiled at the beginning of the project and is used to manage the work. At the end of the project, the checklist is used to confirm that all specified items have been provided and is used as a pre-curser to the punchlist. DEI’s field representative will assemble a Project Start-up Plan and coordinate the operational testing to be conducted by the contractor’s vendors and subcontractors. We will coordinate scheduling to train the District’s maintenance staff and arrange for video-taping of the training. Prior to substantial completion, the Operation and Maintenance manuals, warrantees, and final test data is organized into a concise 5.0 DEI ’S ORGANIZED COMMISSIONING AND CLOSE-OUT PROCESS IS INVALUABLE
