MCIU 23 Construction Manager Services Request for Proposal August 2 nd , 2022

Upon receipt of an approved proposal for the work, DEI assists the architect, Owner, and contractor with a directive to proceed and get the work going. The details of this effort are maintained in a running change log that will be continuously available to the MCIU. Quality documentation is a DEI hallmark. DEI will draft and issue change orders and construction change directive for the Owner and architect’s review and issue final versions to the contractor. Our efforts have resulted in remarkable success and value for public owners. Our projects consistently are delivered with change orders amounting to less than 1% of the construction amount. At DEI, we repeatedly say, “BEGIN WITH THE END IN MIND” Our CM will coordinate the testing, activation, and adjustment of all systems right from the start. As soon as we mobilize, the lists of start-up activities are generated so that we are continuously reminding the contractor of their responsibility to finish for the District. DEI will schedule demonstrations and certifications required of the contractors to introduce District personnel to the various building systems. Final testing will also be monitored and copies of warrantees, spare parts and manufacturer sign-offs will be secured. DEI continuously maintains a checklist of all items required for facility start-up. This list is compiled at the beginning of the project and is used to manage the work. At the end of the project, the checklist is used to confirm that all specified items have been provided, as well as being used as a pre-curser to the punch list. DEI will assemble a Project Start-up Plan based on the design documents and coordinate the operational testing conducted by the contractor’s vendors and subcontractors, and the work of the District Commissioning Agent. We will coordinate the scheduling to train the maintenance staff and arrange for video-taping of the training. In addition, DEI’s furniture and technology coordination services will be managed by our site representatives. Prior to substantial completion, the Operation and Maintenance manuals, warrantees, certifications, and final test data is organized into a concise package for the District’s use. 5.8 HOW DOES YOUR FIRM HANDLE PROJECT CLOSE-OUTS FOR THE MCIU?

Similarly, for testing, balancing, and building commissioning, we oversee the work of independent commissioning agents on both LEED and non-LEED projects. We can even provide our own customized specification which communicates to the contractors how commissioning is going to take place and explains the role of the commissioning agent. The documentation generated by these agents is directly related to the operation of the building. We believe Owners are best served when this documentation is given to the CM first for review and is not subcontracted by the contractors.
