MCIU 23 Construction Manager Services Request for Proposal August 2 nd , 2022

In all areas of DEI’s Quality Assurance and Control Methodology: communication, accountability and documentation are at the core of our service. Why? Because it keeps the Owner in control while reducing risk and liability and it works. The essence of our Construction Management (CM) service is to ensure that the Owner’s quality expectations for the project or a continuing group of projects is met and exceeded. DEI’s experienced personnel provides the District with licensed professionals, inspection personnel

certified by the Construction Management Association of America or the Construction Standards Institute and individuals with experience as tradesmen. The level of service from these individuals is unparalleled in the industry and respected by architects and contractors. Contractors often tell us that their pricing is more competitive on DEI projects because they know they will be treated professionally. This pricing advantage ultimately benefits the Owner. DEI’s materials testing services provides guidance in the field with respect to quality control. We establish protocols for testing, reviewing results, and reporting and correcting deficiencies for quality assurance. DEI’s field personnel come equipped with their own laptop used to generate field reports and their correspondence. They provide written notices when deficiencies exist, and prompt action and coordination by way of meeting minutes and field bulletins. Initially, issues are attempted to be resolved verbally. In the event conversations are not sufficient, a written notice is given followed by consideration of partial payment withholding. Requests will always be noted in the contract documents and coordinated with the MCIU project team. On occasion work has been rejected or stopped to resolve an issue. Due to our proper planning and positive relationships this is a rare occurrence. Our inspection staff will track all work in their daily reports and maintain a continuous log of reports documenting non-conforming work, items requiring code clarification or inspection, and items that will inevitably appear on the punch list. Our approach is to track punch list items from day one to minimize the size of the list at substantial completion. This may be the greatest single service we provide as your CM; to resolve problem issues before they turn into claims, delays, or major cost impacts. Here again, all issues will be logged in the ProjectMates database. Quality control in the field also requires the ability to get answers and clarifications from the architect in a timely manner so that work can continue without delay. DEI’s site representatives review questions with the contractors as soon as they arise and, if necessary, forward a request for information to the architect. These requests are forwarded electronically in ProjectMates so they are received instantly by the architect. DEI then tracks the response time and reviews the response when received to ensure a complete answer does not require extra work. A key role in the success of any project is quality compliance and control. Field Quality Assurance starts with establishment of contractor criteria that will be used during construction and establishing up front the standard of quality expected from code and regulatory officials. This is accomplished by securing good documentation, by having contractors prepare mockups and samples for approval, and by involving all
