(DEI) was established in 1976 as a structural design and forensic engineering firm committed to the highest levels of excellence, integrity, communication, and documentation. PROJECT EXPERIENCE Shortly after D’Huy Engineering, Inc. (DEI) was founded in 1976 in Bethlehem, PA, the firm received commissions to complete repair and replacement projects for the Bethlehem Area School District. They were not large or glamorous projects. They included roof repairs and replacements, boiler and air handler repairs, sinkhole repairs, and facade repairs. Over time the projects grew in size and complexity, and the District relied upon us to develop the long-range capital plan, provide cost estimates for financing plans and bond issues, lead the hiring of architects and consultants, navigate the State’s PlanCon process, and lead the municipal and regulatory permitting process for entire new schools. After more than 40 years, DEI still manages Bethlehem’s Capital Plan, providing design services, Energy Star Programmanagement, annual maintenance contracts and corresponding PlanCon, financing, grant acquisition, and permitting aspects for ALL District projects.
In addition to the Bethlehem Area School District, DEI is providing design and management services to dozens of school districts in Pennsylvania and is a recognized leader in the assessment, planning, design and delivery of public-school projects. We have managed more than $600M in schoolwork in the past three years alone. Our staff has grown to 80 employees and we have added offices in Ambler, PA to serve the Philadelphia region and in Wilmington, DE. Ninety five percent (95%) of our entire workload is conducted in Pennsylvania and one hundred percent (100%) of the firm’s work on public school buildings is conducted in Pennsylvania. DEI offers unmatched expertise and experience in PA school design and project delivery: • DEI has managed over $600 million in Pennsylvania K-12 school projects in the past 3 years.
• We develop, manage, design and annually update Capital Improvement Plans for more than a dozen PA school districts. • We are presently providing Energy Management Services to 11 Pennsylvania school districts and are an Energy Star Partner.
• DEI provides annual Retainer Services for several PA school districts and is currently designing over 40 summer projects in 2021 for multiple school districts. • DEI is the Facilities Engineer for 13 PA districts, responsible for assisting in the maintenance and operations of the district facilities. • Our Certified Professional Cost Estimators regularly are within 2% of actual project cost. • We commonly are retained by school districts before an architect is retained to assist districts with the assembly of budget, conceptual floor plans, and financing plans for new or renovated buildings to expedite projects and define the design constraints. • We offer specialty design service for the maintenance and replacement of aging school roof systems. • Within the past five years, has been directly engaged in more than 15 LEED Certified school projects and are presently in the design and construction phase of 2 more. • We regularly complete the construction of new school buildings on existing school property, excelling at developing phasing plans that ensure the continuous operation of the educational process. • Have a proven track record of completing projects on time, below budget, and without litigation. DEI has never been the subject of any litigation through the delivery of its professional services. • We specialize in the assembly of construction contract documents and bidding strategies aimed at minimizing school district risk while maximizing flexibility based on cost. We are experts in ensuring that your school project bidding documents are clear and concise and correctly assign work responsibilities. Work on Pennsylvania public school projects mandates the detail and diligence that DEI continuously provides. The requirements in Pennsylvania for multiple prime contractors, navigation of the PlanCon process, municipal approvals and regulatory mandates, local codes and special inspections, PA prevailing wages, construction worker security clearances, PADEP requirements, and COVID-19 all make construction projects challenging.
