Specific items that will be included in the RFP for the architectural team to confirm and incorporate into the 30% documents will include: code analysis, historical/façade limitations (if any), phasing plan, room schedule and layout, project alternates, and site modifications if required by local authorities. DEI has collaborated with numerous regional architectural firms on non-profit projects and can recommend several teams to consider if the GVYMCA does not require an advertised RFP process. BRIDGING DOCUMENTS AND DESIGN-BUILD SELECTION The pre-construction process will culminate with the development of bridging documents, developed by DEI, GVYMCA, and the selected architectural firm. The intent of these documents is to communicate to the potential design-builders all the critical project aspects we have been discussing: project scope, budget, schedule, and quality requirements. In addition, DEI will incorporate contractual requirements related to prevailing wages, bonds, insurance, and compliance with grants. The bridging documents will promote competitive Guaranteed Maximum Prices submitted by the design-builders. DEI’s services in this phase will include management of any clarifications/addenda, execution of pre-proposal meeting, development of Bid Form inclusive of project alternates, and assistance with the selection of the design- build entity. At the conclusion of this phase, GVYMCA will have confidence that the project is ready to move into the construction phase. Please refer to the following sections to learn about DEI’s construction phase management philosophy and services. CONSTRUCTION PHASE
With contracts successfully executed, it is time for our field representatives to hit the ground running and put into action all that we have planned. Upon contract execution, DEI will conduct a pre-construction conference to formally establish lines of communication, determine the project meeting schedule, and coordinate the preparation of the site for work. We advocate the use of pre-installation conferences with the design-builder and the materials testing agent to plan the work.
In working with the design-builder, we collect the Site-Specific Safety Program, and collect and review the permits, bonds and insurance issued for the project. Each of these documents typically requires a review of site-specific issues. We will perform this review and schedule meetings, or teleconferences as required to assist the design-builder and GVYMCA in resolving any open issues. Prior to mobilization, we will work with the design-builder on a site utilization and security plan. All our projects employ similar plans to establish site security, create parking, staging and office space for construction, and establish efficient traffic avenues. Working on these plans and issues as early as possible eliminates issues later.
