I NTRODUCTION AND E XECUTIVE S UMMARY D’Huy Engineering, Inc. (DEI) was established in 1976 as a structural design and forensic engineering firm, committed to the highest levels of excellence, integrity, communication, and documentation. In 1989, DEI expanded its “Tradition of Excellence” into Facilities Engineering and Project/Construction Management. In 2022, DEI began its 34 th year of Project/Construction Management and has earned a rock-solid reputation for providing successful leadership on public projects in Pennsylvania. 80% of DEI’s business is dedicated to performing public projects in Pennsylvania. Our firm is also a Minority Business Enterprise (MBE), allowing us to assist with diversity programs and grants.

DEI is a multi-disciplined firm with a strong community presence. COMMUNITY PRESENCE D’Huy Engineering, Inc. has participated in the Lehigh Valley’s Chapter of Habitat for Humanity: She Nailed It competition since 2016. In 2022 we were able to help raise over $100,000 for the local chapter and came away with a 4th place finish! The DEI teamwas supported by their peers which numbered in the hundreds for this growing event and we are looking forward to raising even more money for the Lehigh Valley Chapter of Habitat for Humanity on top of bringing home the 1st place Golden Hammer in 2023!

DEI has been and continues to be involved with the Downtown Business Association of Bethlehem for many years. We have and continue to assist the City of Bethlehemwith numerous initiatives that greatly benefit our community such as designing and helping build the Musikfest stages and vendor huts utilized during throughout the year, but featured during the Christmas/Holiday season. This year DEI took initiative to help launch the “Pup-Struction” Doghouse Building Competition of the DBA’s Tails & Sales event. The competition directly benefits the Northampton County Center for Animal Health and Welfare by auctioning and donating the doghouses built. The DEI team assisted with the competition rules, coordination, and execution of the event as well as participating. This event includes a 1-mile race, doggie parade, and the “Barking Lot” where local animal rescues and the Center for Animal Health and Welfare have meet and greets to give animals in need a loving home.

U NIQUE Q UALIFICATIONS The following is a summary of D’Huy Engineering, Inc.’s (DEI) unique qualifications and capabilities:  We can be there when you need us! The proximity of DEI’s Bethlehem office headquarters is 22 minutes away from the Greater Valley YMCA - Nazareth.  DEI’s personnel consists of Professional Engineers, Licensed Architects, Value Engineering Specialists, and experienced construction professionals with expertise in various aspects of field investigation & evaluation, design phase reviews, cost estimating, bidding, contract document preparation, project & construction management and closeout.  Approximately 80% of DEI’s construction management projects are for PA non-profit clients. As evidence to our success in PA public facility projects, DEI has completed projects on time and on budget in excess of $600 million within the last three (3) years.

 DEI has extensive knowledge of individual building systems. Through DEI’s Facilities Services and Capital Improvement Plans, our personnel have gained vast experience in planning, reviewing, constructing and commissioning complex projects with a focus on the end results meeting and exceeding the Owner’s criteria and ensuring maximum life-cycle value.

 DEI is Minority Business Enterprise and an Energy Star Partner. We have recently completed fourteen (14) LEED Gold Certified buildings. DEI is presently in the construction phases of five (5) additional LEED Gold Certified buildings and have helped our clients receive over $18 million in Alternate and Clean Energy (ACE) grants. Our firm partners with Owners on sustainable strategies for relevant projects if they decide to pursue sustainable design strategies and certification.  Our firm always considers safety a top priority during planning and construction activities. We have tremendous experience and understanding of safety issues, especially while public facilities are occupied during construction.  We utilize a web-based project management program, ProjectMates, to document and organize

the entire project. The program stores and transmits all correspondence, meeting minutes, submittals, manuals, logs, schedules and drawings. This results in increased control, accessible documentation and information sharing, prompt responses and accountability from team members.

 DEI has a client driven approach that provides and implements the best solution possible for every project. Our superior technical expertise and decades of practical experience provides a unique combination of personnel that are trained to manage and guide the preliminary planning, design, budget preparation, final design and construction of the project.  DEI’s philosophy is that in order for a project to be successful, in addition to being completed on time and on budget, it must meet the Owner’s parameters, criteria and goals. The project should maximize efficiencies and cost vs. quantity and quality. Our strong Owner advocate approach has resulted in a track record of repeat clients because of our philosophy of complying with these parameters.  Our firm has a proven track record in successfully managing complex public projects as the Owner’s representative. DEI is well versed in proper sequencing, coordination, timely completion and budget control achieved through detailed project phasing.  Our professionals recognize that Value Engineering is project specific and in its purest form is the ability to provide strategies, design or solutions that result in a better project, system or solution for the same or less cost. Our value engineering specialist and professionals will identify opportunities for savings and an improved project without changing the building’s function and design based on the budget. We will achieve this through our continuous process of constructability reviews, cost analysis, value engineering, and detailed design reviews.  Budget limitations and expectations of doing more with less are public expectations that our team understands must be at the forefront of our solutions. Multi-use of spaces, efficient details, value engineering and building efficiencies are all techniques that we use in order to provide the best value for projects.  As a result of extensive and relevant experience with public projects, DEI is knowledgeable in current building codes and is respected by municipal and PA state approval agencies making the firm an asset in scheduling, managing, and complying with complex agency approvals.  On all of our projects, we investigate opportunities and review local resources that could contribute to the success of the project.
